New Mexico Credential Guide
New Mexico TESOL Endorsement Requirements
Issued by New Mexico Public Education Department.
New Mexico gives first-time level 1 applicants and already licensed teachers different TESOL endorsement routes. For an existing license, the key choice is a test with 12 TESOL credits or 24 TESOL credits without that test.
Official sources reviewed . Requirements can change, so confirm your route with the issuing agency before enrolling.
New Mexico TESOL Route Choice
Your License Status Sets the TESOL Credit and Test Plan
New Mexico's TESOL endorsement rule is unusually explicit: initial level 1 candidates need testing and 24 TESOL credits, while teachers adding the endorsement to an existing license have a choice between two evidence packages.
| Your route | Testing | TESOL semester hours |
|---|---|---|
| Initial level 1 license | Praxis 5362 or a department-approved out-of-state TESOL test | At least 24, including 12 upper-division or post-baccalaureate hours |
| Existing license, test option | Approved TESOL test | 12, with the state's content and course-level distribution |
| Existing license, coursework option | Coursework route; TESOL test is not required for this option | 24, with the state's content and course-level distribution |
Does your assignment actually call for endorsement 27?
The department says TESOL endorsement is not universally required to serve English learners. In a state-funded bilingual multicultural education program, the assigned instructional hour matters: the BMEP guidance identifies TESOL endorsement 27 for ESL/ELD instruction, with a limited elementary bilingual-endorsement alternative. Confirm the specific assignment with your district's BMEP director.
To add TESOL to an existing license, use the NMPED Online Licensure Portal and submit the evidence for the route you chose. The general endorsement page lists a nonrefundable $120 application fee; check it again before paying.

Check Where Your TESOL Credits Fall Before You Enroll
For an existing teacher, the state offers a 12-credit route with approved testing or a 24-credit coursework route. The total alone is not the entire requirement. In either existing-teacher option, six hours must come from a language other than English or a combination of applied linguistics, second-language acquisition, and second- or foreign-language teaching methodology. Six hours must be upper-division or post-baccalaureate TESOL credits aligned with the state competencies.
Which completed courses meet the six-hour language and methodology condition, and which meet the upper-division or post-baccalaureate condition?
Will the provider map any remaining courses to New Mexico's TESOL competencies and document them on an official transcript?
If your reciprocal license comes from outside the United States
The existing-teacher options do not describe the whole rule for this group. New Mexico requires Praxis 5362, at least 24 TESOL semester hours, and an English-language proficiency examination. Request an individual licensure review before using the 12-hour plan.
