Moving Between States
Does an ESL Endorsement Transfer Between States?
An ESL Endorsement Does Not Automatically Transfer
The receiving state decides whether to recognize your current license, coursework, examinations and experience. Begin with its out-of-state applicant rules, then obtain any verification it requests from your current state. An interstate agreement can create a pathway without guaranteeing the same credential or removing every condition.

Your Current State Verifies the Record; the New State Decides What It Means
The NASDTEC Interstate Agreement supports educator mobility among participating jurisdictions, but NASDTEC says it is not necessarily full reciprocity. Conditions remain jurisdiction specific.

The result identifies the agency, official ESL credential and published entry condition in the current ApplyESL record. When a reciprocity note has been confirmed, it appears with its dated source.
Application Sequence
Do Not Start With New Coursework
Let the receiving agency identify the gap before paying to repeat preparation.
- 1
Verify the base license. Ask how the receiving state evaluates the license beneath your ESL credential.
- 2
Name the comparable ESL area. Compare credential title, grade range and assignment authority.
- 3
Submit the record. Provide licenses, transcripts, tests, program recommendation and experience verification in the required form.
- 4
Get unmet conditions in writing. Separate temporary-license conditions from requirements for the full credential.
- 5
Choose only the missing step. Enroll in coursework or testing after the receiving state identifies what remains.
Final Verification
Get These Answers in Writing
Save the reply with the source or disclosure that supports it.
- Will you evaluate my base license and ESL endorsement together or separately?
- Which grade range and credential title could I receive?
- Do you require additional tests, coursework or experience?
- Can I teach under a temporary or conditional credential while completing requirements?
- Which documents must come directly from my current state or preparation program?
