Rhode Island Credential Guide
Multilingual Learner Endorsement Requirements in Rhode Island
Issued by Rhode Island Department of Education.
Rhode Island adds the Multilingual Learner endorsement to an existing state certificate. Approved learning can meet the state’s MLL proficiency expectation without an endorsement application, so first decide whether you also want the credential recorded in My eCert.

Rhode Island's MLL Transition
Separate MLL Proficiency From the Endorsement You Add
Rhode Island distinguishes its Multilingual Learner endorsement from the MLL proficiency expectation. You still need a valid Rhode Island certificate for an endorsement; proficiency preparation does not replace that certificate.
RIDE lists providers approved through June 30, 2027. Completing one of these programs by that date meets the MLL proficiency expectation.
RIDE now lists approved proficiency providers. After completing one of these programs, an educator with a valid certificate may apply for the MLL endorsement in the RIDE Portal/My eCert at no cost.
An endorsement is optional for an educator who already meets the MLL proficiency expectation. Keep your completion evidence for your district; apply in My eCert if you want the additional credential on your certificate record.

Provider transition
Rhode Island's current approved MLL endorsement programs sunset June 30, 2027. Educators completing an approved MLL proficiency program may apply for the endorsement in the RIDE Portal/My eCert. The endorsement is one way to meet MLL proficiency, but the state does not require every educator who meets proficiency to obtain it.
