English to Speakers of Other Languages Endorsement Requirements in Oregon
Issued by Oregon Teacher Standards and Practices Commission.
Oregon’s ESOL endorsement runs through a Commission-approved preparation program. The institution submits completion evidence. Ask whether the subject test or an approved ESOL multiple-measures option fits your application.

Oregon ESOL Recommendation
The College's Program Completion Report Drives the Application
Oregon lists ESOL among endorsements that require a Commission-approved college preparation program for an already licensed educator. The usual application combines a TSPC eLicensing request and fee, a college-submitted Program Completion Report, directly sent official transcripts and the required subject test.
Ask the college when it submits the electronic recommendation and how it verifies ESOL field experience. Confirm the current subject-matter test with TSPC.
Oregon's ESOL worksheet offers an alternative to the subject test using aligned study, practicum or field experience, and its points matrix. It calls for at least 20 semester or 30 quarter hours and a combined score of at least 70.
Ask the approved program whether your record qualifies for the ESOL multiple-measures option before scheduling a test. That option does not remove the preparation-program requirement.
