Yes, it’s possible, but the timeline is generally a year or so. We can issue an I-20 and acceptance letter, and then the student pays the SEVIS fee and files a Form I-539. The student would be limited to taking one class per semester with us while the I-539 petition is pending, and if the change of status petition is denied, there isn’t much of an appeals process. Leaving the country while the petition is pending will also auto-cancel the process. Changing status by travel is typically a more speedy and certain outcome.
